Salary range is $100k to $200k, with a midpoint of $145k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:
Under general direction, the Manager - Light Rail Maintenance directs and coordinates all of vehicle maintenance, ROW maintenance and maintenance record keeping functions for the Tacoma Link Light Rail System; oversees the maintenance operating and capital budgets for Tacoma Link; reviews and approves standard maintenance procedures for the rail maintenance system; reviews and processes tooling, equipment and vehicles for rail maintenance; analyzes the maintenance cost and operations procedures to identify improvements and/or deficiencies that may exist and works with maintenance supervision to mitigate them through planning and ensuring the property is properly equipped with the tools, training and resources necessary; conducts daily and weekly meetings with the maintenance department; develops, reviews and oversight of material inventory and warranty management structure; coordinates services and operations with multiple departments and local jurisdictions to accomplish objectives; assists the division/department by meeting departmental and Agency goals and objectives; and assists the Operations Manager on any and all matters as assigned.
ESSENTIAL FUNCTIONS:

- Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
- Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the department and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.
- Provides input and assists in the development of standard maintenance & operating procedures, including implementation; conducts site visits and field reviews to determine problems and maintenance needs with equipment and assets, including future modifications to the rail fleet and systems.
- Meets with contractors to work out issues on repair methods and coordinates the maintenance schedule to meet the needs of the rail system; and assists with the development plan for and oversees the asset management of shop equipment, maintenance of way equipment, light rail trains, and traction power.
- Reviews work orders, maintenance system reporting, and reviews quality of workmanship inspections; coordinates day-to-day work issues with maintenance department; assists in the implementation of contractual supplied spare parts for the LRT inventory.
- Administers and coordinates multiple budgets and projects concurrently while ensuring that costs are controlled by utilizing the competitive bid process; researches multiple avenues such as government surplus, utilizing state contracts for procurement; procures tools and equipment necessary for operating the Tacoma Link Light Rail; and researches and coordinates with contracts and finance to ensure that procurement protocol is followed.
- Responsible for keeping all of the system maintenance plans current and up to date, which involves working with numerous departments for input and data gathering; develops maintenance procedures, reviewing them for content and ensures they are implemented on schedule; reviews or drafts agreements, scopes and work plans both internally for our operating company and eternally with other municipalities as necessary and requested.
- Coordinates with resident engineers and external vendors to ensure that all spare parts are verified, inspected, counted, and entered into the maintenance system; ensures that all assets are tracked, protected and maintained to a level consistent with Agency agreements and internal policies.
- Reviews all systems as they are notified or turned over from construction to ensure they are safe, completed, function as designed and any necessary tools or equipment are supplied or procured; reviews future extensions and construction activities; reviews and comments on all designs for construction and coordinates all activities directly or indirectly involving Tacoma Link.
- Works with resident engineers and vendors to approve and review all training programs, operations and maintenance (O&M) and O&M manuals for accuracy; provides comments and ensures manuals are corrected and distributed; schedules all systems and equipment training necessary for operations; and ensures that all employee certifications and annual training is completed and evaluates for necessary updates or improvements.
- Monitors all craft employees to ensure safe work performance and ensures work is completed according to APTA, AREMA, SMP’s, manufacturer’s recommendations, and company policies or industry standards.
- Performs a variety of administrative functions such as data collection, filing and report preparation; creates and works with spread sheets used for a variety of analysis and reports; produces and drafts reports, plans and presentations as necessary/assigned; and reviews all invoices and expenditures for accuracy and authorizations.
- Participates in the development and implementation of goals, objectives, policies, priorities and budgets for assigned projects, services and functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials and supplies.
- Provides support to the division/department and others on matters as directed; services as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience:Bachelor's degree in Engineering, Planning, Business Administration or closely related field and five years of rail maintenance experience that includes three years of administrative, leadership, budgetary, planning and workforce management experience for a service transit system; OR and equivalent combination of education and experience.
Additional Demands/Requirements:
This position is considered safety sensitive. It requires a DOT physical that meets standard to qualify for at least a one-year certification under 49 CFR 391.4, and recertification as needed, and a negative drug test. Following is a description of the circumstances for testing as required by Federal regulations 49 CFR Part 655: random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal Transit Authority DOT alcohol and controlled substances testing program protocols.
Required Licenses or Certifications:
Valid state driver’s license; may be required to obtain CDL license. This position will need to visit sites from time to time that may not be easily accessed via public transit, and may also be responsible for driving non-revenue agency trucks and vehicles.

- Position is responsible for assisting with troubleshooting and utilizing tools and equipment in the field. May be subject to bending, climbing, eye/hand coordination, grasping, hearing, kneeling, pushing, pulling, reaching, sitting, standing, talking, seeing, walking, and carrying and lifting objects up to 50 pounds.
- Position includes on call to respond in person to an incident and/or on the phone to assist with an issue.
- Position includes weekend/night shifts to meet with maintenance staff of varying shifts.
